On behalf of
the government and people of the Republic of China(ROC),
I would l ike to say "welcome" to our distinguished guests.
We appreciate your generosity in sharing your insightful
experiences, lessons, and strategies, particularly in
respones to the global financial crisis. We are pleased
to have delegates from Southeast Asian nations, experts
associated with international organizations which have
been dealing with the problem, and representatives from
Latin American countries which are experienced in weathering
financial crises. With such a wide range of expertise
and perspectives, I am confident that this gathering will
formulate fruitful suggestions and reach concrete conclusions.

The economic
turmoil caused by the crisis did take us by surprise,
in terms of its scope, magnitude, and duration. As a consequence,
the economic structures and policies of the affected countries
were confronted with extremely serious challenges. I think
that few of you here feel more strongly than I do about
the crisis, since I assumed my present responsibilities
as premier, just when the crisis arose. |

Inspired by
the Chinese saying: "A crisis is also an opportunity,"
I believe that numerous experts, scholars, and government
officials must have a multitude of thoughts and insights
concerning the economic issues, especially the financial
problems resulting from the crisis. Consequently, the
present time is a very opportune moment for us to implement
sound macroeconomic policies and strengthen the fundamentals
of our economies. With our collective understanding and
our joint effors, I am confident that we shall overcome
the crisis and move ahead on the path to successful economic
development. |
